Canada is doubling down on Francophone immigration and this could open new permanent residence opportunities for eligible aspiring immigrants in Canada.
In a January 19 press conference, Immigration, Refugees and Citizenship Canada (IRCC) announced an additional 5,000 permanent residence (PR) admission spots dedicated to provinces and territories for French-speaking applicants. These spaces will be taken from federal selection allocations and added on top of existing Provincial Nominee Program (PNP) and regional immigration quotas.
The move is part of Canada’s long-term strategy to strengthen Francophone communities outside Quebec and signals a clear shift: provinces will play a bigger role in selecting French-speaking newcomers.

- Most admissions came through Express Entry
Looking ahead, Canada plans to raise these targets further under the 2026–2028 Immigration Levels Plan:
- 9% in 2026
- 9.5% in 2027
- 10.5% in 2028
The federal government has also framed these measures as part of a broader roadmap toward a 12% Francophone PR target by 2029.

To support these goals, IRCC has rolled out and expanded several initiatives, including:
- A French-language Express Entry category
- The Francophone Mobility Work Permit
- The Francophone Minority Community Student Pilot
